100 thousand for childbirth: officials promised money for childbirth on National Unity Day

First, childbirth should take place exactly on November 4th. Secondly, only residents of the district who have an appropriate registration in the passport can participate in the competition.
Contender for 100 thousand from the administration must be married (not the most loyal requirement), while both the newly-made mother and the happy father must necessarily be adults and capable.
One of the parents, and better both must have regular and formal work with salary, scholarship or other official income.
A woman should not be deprived by the court of parental rights to other children, should not be a debtor of child support.
Both parents should be crystal clear before the law - the facts of bringing to criminal or administrative responsibility are not allowed.
For each of the criteria will earn points. That puerperal who will score the most points, and will be the owner of a cash prize from the administration.
Officials said that the goal of the action is to strengthen the institution of the family, revive the eternal values, improve the well-being of families with children.
However, the reaction to the initiative was unexpected. Obstetricians and gynecologists of the local hospital sounded the alarm - women whose term for delivery was scheduled for close dates (November 5, 6, 10, 15) began to be actively interested in how to speed up childbirth. Some even asked to be given a stimulation on November 4 for a percentage of the premium amount. This, according to doctors, can adversely affect the health of children and womenthat still decide on the popular methods of accelerating labor activity.
Human rights activists, who believe that requirements of officials formulated incorrectly: in particular, claims for income and non-disability. But most of all the public outraged the requirement on the obligatory presence of a registered marriage. It turns out that the woman who gave birth to the baby outside the marriage bond is not considered by the state as the mother who presented the country with a new citizen.
It is not clear how the administration will get out of the situation. It is only known that the name of the winner will be announced on National Unity Day at a festive event in the central square.
