This is ineffective: the children's ombudsman opposes tougher penalties for teenagers

Measures to tighten criminal penalties for crimes committed by adolescents will not have the desired effect, crime rate will not be reduced in this way. This was stated by the authorized under the President of the Russian Federation on the rights of the child, Anna Kuznetsova.

A petition appeared on the Internet under which over 110 thousand people have already subscribed. She demands to toughen punishment for teenagers for committing criminal offenses. In particular, the authors of the petition insist on punishment to the fullest extent of adolescents who beaten to death a resident of the city of Berezovsky, Sverdlovsk region.

Three teenagers from 14 to 16 years old participated in the beating, one of them was previously tried. The death of the beaten came from severe traumatic brain injury.

Anna Kuznetsova believes that the mere tightening of certain requirements of the Criminal Code with regard to adolescents cannot solve the problem. Crime from this will not decrease. Need to build prevention system, and not only the children themselves, but also their parents and teachers should be involved in this work.

Easy solutions, according to Kuznetsova, this path does not imply, but the result is sure to be.

The main factor that drives children to criminal offenses, according to Kuznetsova, is idleness and idleness.

If teenagers were engaged in business (sports, art, study, conquering mountain peaks, etc.), they would hardly have time to participate in fights.

With the submission of Kuznetsova, the Government of Russia received a whole package of proposals on the prevention of juvenile delinquency. There is no tightening of the articles of the Criminal Code in these sentences.
