Russia will impose fines for parents refusing psychological examination of children

Deputies of the State Duma of the Russian Federation propose to give juvenile affairs commissions broader powers than they have now. In particular, commissions today have the right to send a child who behaves antisocial, for medical and psychological examination. This requires the consent of the parents or guardians. The bill, introduced by a number of United Russia deputies, implies that parents who refuse such an examination can be fined.

The initiative was not born from scratch - the cause was shocking attacks in the schools of Perm and Buryatia.

In the course of the proceedings there, it became obvious that the commissions on juvenile affairs were working formally, and there was no talk about ensuring prevention of juvenile delinquency. Often this is due to the fact that such commissions do not have enough authority.

If the parliament approves these ideas, the commission on juvenile affairs in the regions of Russia will receive the status of a full-fledged body of executive power. They will receive not only the right to coordinate teachers, medics, social workers and guardianship and custody agencies in the prevention of suicides and juvenile delinquency, but also be able to exercise full control for the measures taken.

So, if a teenager, according to members of the commission, will behave inadequately, he can be sent for examination to physicians and psychologists. Parents who try to obstruct the examination will have to pay a fine.

The estimated amount of the sanction is 2-3 thousand rubles.

In addition, commission members will be able to collect information about difficult teens and their parents - on the conviction of family members, on whether one of them is registered with narcologists or psychiatrists. If one of the officials or doctors refuses to provide such information, the commission may impose a fine and on them - from 500 to 1000 rubles.

Now the bill is under consideration by experts, it is planned to submit it to the State Duma for consideration within a week.
