New opportunities: the scope of maternity capital expanded
Dmitry Medvedev, the head of the Russian cabinet, signed a decree that extends maternity capital.
From now on, the certificate can repay loans, it does not matter when these loans were issued - the term for establishing debt obligations is not taken into account.
Prior to the signing of the Government’s decree, a family that holds a certificate for maternity capital could receive refinancing of previously received bank loans for the construction and purchase of housing only when the loan was issued before the birth of the second or subsequent child.
It was not very convenient, because the parents didn’t have the freedom to dispose of the certificate in cash.
Now the limitation of the loan processing is removed.
The family can count on the opportunity to repay the loan with the funds of the matkapital even if the child is born before loan processingand if it appeared after this event.
It is expected that a large number of Russian families with children will take advantage of new opportunities.
The question of the possibility to repay a loan taken after the birth of the second or next baby was one of the most frequent and painful. The Pension Fund of the Russian Federation regularly received requests and complaints from young parents.
