Russia plans to create a registry of unscrupulous parents

The State Duma of the Russian Federation introduced a bill to create a special register of Russians, which will include the names of those who can not adopt and take care of children. This registry has already received an informal name - the registry of unscrupulous parents.

The “black list” will include Russians who have been deprived of their parental rights, have been restricted in parental rights, are excluded from the rights of a guardian or curator due to the unfair performance of their parental duties. Also in the register will include the names and details of parents, whom the court deprived of the right of adoption.

Information on such parents will be transferred under the simplified scheme between departments - courts, the Ministry of Internal Affairs, bodies of guardianship and guardianship. This will allow to exclude the erroneous transfer of a child to a family in which he will not be able to receive a full-fledged upbringing.

The author of the idea was the Ministry of Science and Education of the Russian Federation. And for the first time, the need for such a “black list” was started in 2017. After one and a half years of work on the bill, the document nevertheless arrived at the consideration of State Duma deputies.

Today, the Family Code of the Russian Federation does not imply the transfer of a child to a family in which adults were previously deprived of parental rights, but in fact this rule is very often violated, because there is no single database to check with.

The bill will be reviewed during this spring session.
