This will be done on the instructions of the President of Russia Vladimir Putin. It is planned that new benefits for mom and dad will start to get from January 1, 2020.

Today, benefits from the state (the so-called "presidential" allowances) have the right to a family whose income does not exceed one and a half subsistence levels for each family member.

It is no secret that the birth of children often means for the family some deterioration in their financial situation, the level of well-being falls, because babies require substantial expenses of the family budget.

Today, in order to support fertility, there are benefits for the firstborn and second child in the family, while the firstborn benefits begin to be paid from the state budget, and the second child receives payments from the maternity capital.

The specific amount of payment today depends on how large the subsistence level per child is in each specific subject of the Federation. For example, in the Belgorod region parents receive 8 thousand rubles a month, and in Chukotka, parents pay 22 thousand rubles each month. On average in Russia, the payment is about 11 thousand per month.

The allowance for the firstborn, which is laid before he reaches one and a half years, was introduced in Russia on the initiative of Putin in 2018.

From January 1, 2020, when the bar will be lowered to two subsistence levels for each family member, according to preliminary estimates by experts, about 70% of Russian families will receive benefits. Of course, this will require substantial investments from the state, but the country's budget, according to the head of state, is ready for this.
