In Japan, banned any physical punishment of children.

The government of Japan approved amendments to state legislation, which in strict form prohibit physical punishment of children. Such an educational measure, in the opinion of the officials, does nothing but harm. Now at the legislative level, parents, teachers, social workers, tutors and educators are prohibited in any form to physically punish children.

The adoption of this bill was only the first step, further Japanese lawmakers plan to formally tighten the country's criminal lawso that new articles and provisions appear in it, providing for serious punishment for adults who dare to raise a hand against a child, even if this child is their own.

Cases of cruelty to children swept over Japan, and in February, Prime Minister Shinzo Abe ordered to resolve this issue within four weeks and deal with all the incidents.

The last straw in the patience of the authorities was the story that struck the whole country: a 10-year-old girl from the city of Chiba was beaten up in the family, starved and expelled to the cold without clothes. The child has passed away. Father is under arrest.

The Japanese police, in response to a request from the authorities, said they knew about 80,000 cases of physical, psychological and other violence against children of all ages. Never before in Japan had such monstrous statistics existed.

In December last year, physical punishment of children at the state level was banned in France. Today, the ban on spanking is valid in 55 countries, and Japan will be the 56th. In most states, the ban applies only to public institutions - schools, shelters, boarding schools, not regulating the relations of parents and children. Criminal penalties, including imprisonment, for the physical punishment of children for parents exist in Britain, Sweden, some US states.

In Russia, there is no such ban, but responsibility for parents is provided, however, only if law enforcement officers prove the repeated fact of the use of force against a minor.

Until the beginning of the last century whipping children was considered useful. Chinese parents flogged children not only for offenses, but also for prevention, and they did it with the help of bamboo stalks. The Persians practiced preventive flogging, and the Russians - with rods.

Not only inferished children from the lower strata of the population, but also offspring of noble families. In Russia, even the children of the emperor were preventively flogged The initiator of the abolition of universal child punishment was the Empress Catherine II. And the first educational institution, in which they did not use whipping, was founded by Leo Tolstoy.
