Traveling is a great way to relax for the whole family. In Russia there are many beautiful places for travel and recreation. However, trips abroad every year remain the most popular among the population. Highly Often when planning a trip abroad, many parents are plagued by the problem of obtaining a passport for the child.

Kinds

In Russia today there are two types of international passports for children: the old version without special metrics and a biometric passport. The choice of which document will be drawn up can be made directly by the parents themselves or by the persons guarding the baby.

The nuances of issuing official travel documents for children are described in Federal Law No. 114 of August 15, 1996. It describes in detail the entire procedure, as well as the algorithm for obtaining these papers.

Not everyone knows exactly when it is necessary to issue such an official paper for the crumbs. As a rule, parents begin to issue a passport in certain situations:

  • Family trips outside Russia. In this situation, after receiving the passport for the baby should also take care of registration visas (if it is provided for by the existing diplomatic relations between Russia and the country to which you are going).
  • Departure with a crumb to another state to legalize official papers. This may also be necessary in the situation if the child received official papers in another state. At birth, he was issued a document certifying his birth, another state - with the stamp that he is a citizen of Russia. After arriving in Russia, the baby needs to issue Russian-style travel papers.
  • The need for medical treatment in one of the specialized hospitals in Europe or America. In this case, an official invitation from the clinic will also be required - with an indication of the timing of the relevant treatment and the personal data of the baby, as well as the adults who will accompany him to the destination. These papers with a passport will be required at the airport for passing checks before the flight.
  • Visiting relatives from other states. In this case, it is also better to issue the baby his travel document. If in the future close relatives will fly abroad with the child on their own, authorizing official paper issued by a notary should be attached to the passport. It proves the legality of transporting the baby and permission from the parents of the child.

A biometric passport is better to issue to older children. The validity of such official paper is 10 years. It provides a fairly large number of pages for affixing all the necessary visas and stamps for the little traveler. The presence of biometrics makes the passport more popular and preferable for traveling to Europe and America. In these countries, such verification is preferred.

A feature of the biometric passport is a microchip embedded inside the paper carrier.. It also contains a digital photo of the child and fingerprint fingerprints. Such information allows you to create a single information base of all travelers and strengthens anti-terrorism control. This method allows you to secure the use of a passport for personal gain after being stolen by third parties or in case of loss of official paper.

The features of obtaining a biometric children's passport can be viewed in the following video.

A significant drawback in obtaining such a passport is that the child must be present in the MFC or UFMS (to remove biometric data). The baby will be photographed and fingerprinted. Fingerprinting is done to kids only from twelve years old. If the child is younger in age, he can undergo fingerprinting only after parental permission.

While photographing, the baby should sit straight, without movement. This condition is virtually impossible for young children. Scarce to three years is better to issue travel official paper of the old sample.

The classic international document is valid for five years. To arrange it, you can not take the child with you in the FMS or the MFC. To do this, collect the full package of official papers and take them to the authorized service. This option is ideal for kids up to three, five years old and babies.

The little ones change a lot, and the photo taken after some time does not match their appearance. At the customs border inspection, parents may have problems if the crumb on the photo is very different. The border guard may not even let the kid on the trip, if he considers that the crumb looks not at all like in the picture. Therefore, do not take risks and choose travel official papers of the old version for five years if the baby is too small. This will be preferable if you plan to travel to other countries and countries quite often, and also have dual citizenship.

One of the options for ordering official travel paper is to issue a passport in the department of the MFC or through the electronic portal of public services. In this case, you need to register on the website of public services and enter your personal data into the lines of a simple registration form. After that, through various ways to get the code, you can verify your account on this portal. There you can order the issuance of travel documentation of the sample you need. A prerequisite is the provision of all necessary papers in the original version to the organization responsible for issuing such travel documentation forms.

How to get a children's passport through the MFC, you can see in the next video.

From what age is needed?

According to the normative documents of Russia, the father, mother of the baby or citizens who exercise custody of the child are entitled to make him an international official travel paper after the birth and until the day of his eighteenth birthday.

When issuing travel official papers, pay attention to the fact that when entering different countries there may be certain features (taking into account the age of the child).

Children from birth and 1st year of life to 7 years

  • Mandatory entry in the passports of parents about the presence of a child.
  • If the country to which you are going makes a photograph, it must be there. Read carefully the requirements for registration of entry documents in specific countries where you are planning a trip. Take at least 2 photos. The requirement for what the photo should be is usually posted on the website of the responsible organizations.
  • If the child will travel not with his father and mother, but with close relatives, a special power of attorney should be drawn up, which is issued in a notary's office.
  • In some other cases a birth certificate may be required.

Children from 7 to 14

  • Presence of own official travel paper of the baby or entry in the passports of the father and mother about the presence of the child.
  • If relatives without a father or mother travel with the child abroad, the power of attorney received in the notary office will be required.
  • In some other cases, a birth certificate may also be required.
  • Teens of fourteen to eighteen years:
  • Own official travel paper from a teenager.
  • If a teenager travels to other states without a dad or mom, and with other relatives, you will need a special permit paper issued in a notary's office.

What documents are needed to receive?

To order an official travel card of international standard for a baby, you will need the following official papers:

  • The questionnaire, which is filled in according to a special sample, with all the necessary information about the baby. This form (together with a detailed explanation of the filling) can be found on the electronic resources responsible for issuing international travel documentation. On separate pages data about the father and mother are provided.
  • A document certifying the birth of a baby. You may need a photocopy of it.
  • A mark on whether the child is a citizen of Russia, if such information is not in the accompanying official papers of the child.
  • Passports of the father and mother or persons who carry out custody of the baby. Photocopies of these documents may also be required.
  • Photo baby 3.5 cm to 4 cm. How to photograph a baby on a travel document, it is better to clarify on the electronic resource of the Office of the Migration Service or other organizations responsible for processing such documents. To obtain a travel document in the future will require four photographs on paper with a matte finish.
  • After the paid state duty you will need to provide a statement of payment. The new version of the travel document will cost you more than the order of the old sample.
  • A statement about the desire to get a travel document for your baby. Time stamping and signing is done at the same time when you bring the whole package of necessary papers.
  • In the case when the child has already celebrated his fourteenth birthday, and also is the owner of a personal identity document, the original of this official paper and its scanned copy are required.
  • When previously issued travel documents need to provide photocopies of a turn, where there is a photograph of the baby.
  • For moms and dads who carry out custody of the baby, prepare all the documents confirming this fact. Such official papers, as a rule, are issued by the guardianship and wards.

Who is engaged in registration?

Organizations that participate in the design of travel documents are:

  • Management of the FMS of the Russian Federation;
  • The Ministry of Foreign Affairs of the Russian Federation;
  • Diplomatic organizations and the consulate of Russia in the territory of other states (if you come to issue a travel document to a child while living abroad).

An application for the issuance of a travel document for babies up to the age of fourteen can fathers and mothers. After the child reaches the age of fourteen, he may be present at the filing of papers and receiving the finished document.

Registration of an international document for a child will be more efficient and shorter in time if you contact the office of the migration service where it is registered. If you are arranging papers in another city, be prepared for a longer reading package of papers. Sometimes it can even take up to four months from the moment all official papers are submitted.

According to the laws of Russia, only a father or mother can issue such documents for a child. Submitting such official requests for such papers to grandparents, aunts and uncles, other family members is strictly prohibited.

Production time

If you use the method of submitting documents through the portal of public services, then in about a month or two you will be able to get ready documents in your hands. If the submission of documents is carried out in pre-issue, be prepared for the fact that the period will increase significantly. Usually obtaining a passport in the spring or summer takes more than two months. Given this, carefully plan the submission of documents.

Validity

The biometric document of the new version is considered valid for a decade, the old one is only five years old. Given that the child is growing rapidly, facial features are modified, customs and border control officers recommend that such a document be suitable for no more than three years.

Legally executed and valid international passport is an official travel document. True, with the exception of those cases when the photograph of the child does not allow for accurate identification of the child’s identity during the passage of the border control.

It is preferable to issue new biometric passports to older children, and babies and toddlers under five years old are better off choosing passports without biometric data. This will be more cost-effective, as the state duty for issuing such documents below. When you change the appearance of the baby, you can change them much more often.

There are several reasons to replace the official travel document before the date set in the regulation:

  • Strongly changed the features of the face of the baby. In such situations, the photograph in the document does not match the appearance of the baby. This may adversely affect the passage of border inspection documents at the airport or other border points when leaving the country.
  • The official document spoiled or painted pages. Often, little kids use different sources for creativity. Be carefull! If the kid rasrisuv or make marks on the pages of official papers, such documents may be considered invalid. Carefully ensure that official papers are safely hidden from the little artist.
  • Loss or theft of an official travel document. After the occurrence of such a situation, dad or mom should immediately contact the nearest migration service office. There, they fill out a special form of notification that the passport has been lost or stolen. After that, a new document is issued, and the previous one is considered invalid.

If a child has issued an official document at the age of seventeen, after the 18th anniversary there is no point in changing the passport for the next year. Wait until the expiration of the passport, and then change to the appropriate adult. If a child received a biometric passport at the age of 14, he will receive a new one at the age of 24. If he issued an old-style passport at the same age, then the next passport will have to be made at 21 years old.

Cost of

When ordering an official document in the office of the migration service (or through an alternative method of ordering such documents), you will need to provide proof of payment. The price of this procedure depends on the age of the child and the type of document requested:

  • The biometric document of a new variant for kids who have not reached the age of fourteen - 1,500 rubles.
  • The biometric document of a new variant for children who celebrated their fourteenth anniversary - 3,500 rubles.
  • An official document valid for up to five years for children under the age of fourteen - 1000 rubles.
  • The document is valid for up to five years for children who have reached the age of fourteen years - 2000 rubles.

If you want to add additional data or to correct something in the receipt of the state duty paid, you will need to pay 500 rubles. This may be necessary if during the registration of the passport of the baby the name or some personal information has changed.

You can pay the state duty at the cash office of Sberbank or in the payment terminal. Be sure to keep your receipt! It will be required when submitting papers for an international travel document.

A foreign travel document is very often one of the first official papers of a baby. Often it is drawn up immediately after the birth certificate and receiving SNILS. If the child has Russian citizenship, it will be quite easy to issue such a document. Making an official travel document will allow the whole family to have a great time together in different countries.
